Two OCR engines read it
A Tesseract + PaddleOCR ensemble reads the text; layout analysis finds the fields, tables, checkboxes and barcodes.
People review only the flags
Every field gets a confidence score. Above the threshold it's done; below it, the field goes to a person — never silently guessed.
Records flow out

What happens to sensitive data like SSNs or card numbers?+
Columns are classified as PII, PHI or payment data before anything else touches them. Payment-card fields can never be exposed on a public form, staged data is deleted on a retention clock, webhooks are HMAC-signed, and a single request can erase every trace of one person.
